American Trucking Associations seeks support of environmental initiatives

In late January, the American Trucking Associations testified before Congress seeking support of environmental initiatives that will reduce fuel consumption by 86 billion gallons and reduce the carbon footprint of all vehicles by nearly a billion tons over the next 10 years. The association asked Congress to: enact a national 65 mph speed limit and govern truck speeds at 65 mph or slower; increase funding for the Environmental Protection Agency's SmartWay program; support national fuel economy standards for medium and heavy-duty trucks; implement financial incentives in the way of tax credits or grants to expedite the introduction of idling reduction equipment; invest in infrastructure improvements to fix the nation's most critical bottlenecks; fund research and development in new technologies that will improve average fuel consumption and generate greater fuel efficiency; and promote the use of more productive truck combinations resulting in fewer truck miles traveled.

Importer security filing rule takes effect

After years in the rulemaking process, the importer security filing rule, also knows as 10+2, went into effect in late January. Customs and Border Protection developed the rule in an effort to better identify shipments posing a threat to national security. Under the ruling, importers and carriers must document 12 data items 24-hours before the container is loaded on the ship at the foreign port.

LaHood confirmed as Transportation Secretary

As Transportation Secretary, Raymond LaHood will seek a new funding mechanism for the troubled Highway Trust Fund, which was developed during the Eisenhower administration. "I think we do have to think outside the box," La Hood said. "And part of thinking outside the box is the idea that we would in trying to build lanes or add lanes on or trying to build additional roadways on is the idea of having tolling pay for part of that." The Highway Trust Fund is the primary resource for highway and bridge funding.
